(Al-Muaminoon) 23 : 14
ثُمَّ خَلَقْنَا النُّطْفَةَ عَلَقَةً فَخَلَقْنَا الْعَلَقَةَ مُضْغَةً فَخَلَقْنَا الْمُضْغَةَ عِظَامًا فَكَسَوْنَا الْعِظَامَ لَحْمًا ثُمَّ أَنْشَأْنَاهُ خَلْقًا آخَرَ ۚ فَتَبَارَكَ اللَّهُ أَحْسَنُ الْخَالِقِينَ
Then We made the mingled sperm and ovum into a clinging clot, and We made the clot into a lump, and We made from the lump, bones; and We covered the bones with flesh, then We developed him into another creation, so blessed is Lord Allah, the Best among creators.
Lord Allah is the Best among the creators mean, there are creators besides Allah. But only Lord can create anything from nothingness. All other creators can develop creatures from something Lord has already created. Satan Antichrist will create man from the blood through technologies. See explanation 4: 159; 16: 78 and 22: 5.
